The Board approved going forward to create a new legal category of “conservation areas” that provide visible and clear protections for critical environmental values. Approximately 100 Oregonians, mostly from Tillamook, Clatsop, and Washington counties, created an overflow crowd. Testimony strongly favored the new approach.
